The platform proposes subsidies, staff, grants, facilities, capital work, new offices, and payments to outside operators across nearly every area of city policy.

What we found

Seven order-of-magnitude models are published: worker legal aid at $2 million-$12 million, a transit-pass pilot at $1.5 million-$30 million, business-disruption aid at $1 million-$20 million, an innovation council at $750,000-$15 million, community violence intervention at $2 million-$25 million, childcare access at $15 million-$400 million, and a civic corps at $1 million-$20 million. Each range runs from the low pilot to the high expansive scenario, contains recurring and one-time assumptions, and is not a campaign estimate or vendor bid.

Seven scenario models do not produce a defensible single platform total when most promises remain unscoped and the modeled programs overlap. The campaign has not supplied the recurring revenues, offsets, fees, debt, or reductions needed to show the agenda fits Orlando's budget.

Important context

Sourced pilot, meaningful, and expansive scenarios are useful because they show how a promise changes with scale instead of pretending the campaign has published one settled design.

Most other commitments do not define eligibility, units, facilities, capital inventory, partner shares, staffing ratios, or deadlines. Even the seven models share staff, participants, administration, or services, so their high ends cannot be added without double counting incompatible versions.

What pays for the meaningful-scale agenda each year, which ranges overlap, and what fees, debt, offsets, or program reductions close the gap?

A campaign budget book with program scopes, unit assumptions, staffing tables, capital schedules, partner shares, recurring revenue, offsets, overlap rules, and priority tiers would support a reconciled total.
