The platform includes tenant rules, inclusionary requirements, gun-safety actions, plastic reduction, local labor standards, and broader uses for Tourist Development Tax revenue.

What we found

Florida statutes limit municipal rent control, preempt categories of residential-tenancy and firearms regulation, require full cost offsets for inclusionary mandates, constrain local packaging rules and wage mandates, and define TDT uses. Eskamani filed a 2026 TDT reform bill; it died in committee without changing the law.

Under current state law and preemption, several promises cannot be offered as City Hall guarantees without Tallahassee action or careful narrowing. Orlando is not powerless, but the lawful alternatives are smaller than the combined campaign language suggests.

Important context

State constraints do not erase local responsibility. Orlando still has lawful tools through city land, incentives, procurement, budgets, partnerships, code enforcement, and public advocacy.
