Deliver universal affordable childcare, create Family Resource Hubs, offer parenting and caregiver supports, and connect families to benefits and referrals.

DCF licenses childcare, state and federal programs run the main subsidy structure, and no city Orlando's size independently funds universal childcare at this scale.

The city-controlled part is the hub-and-navigation model. The universal childcare promise is a scale and authority problem first, not a branding problem.
